Seeking to further strengthen its control over medical equipment purchases, the MOH announced on July 28 that it will develop a formal plan within the next three to five years to advise equipment purchasers on the basis of their hospital status. The plan will list equipment that a hospital of level I, II or III status can purchase and install. The MOH will still retain approval control over large equipment purchases while encouraging the sharing of equipment in certain geographical areas.
The MOH also will implement an evaluation and approval system for equipment that suppliers want entered into a hospital purchase bid program. Only equipment that has been approved would be eligible to enter the bidding system.
Furthermore, the MOH will mandate that all public and non-profit hospitals must purchase equipment and consumables through public bidding programs. Purchase of any product valued at more than two million RMB must be administered through a provincial level of the bidding program.
